Vietnam: Encouraging rational distribution of populations in rural areas and islands (Illustrative image)
Under Article 24 of the Draft Population Law 2020, proposed measures to distribute the population in rural areas, border areas, and islands in Vietnam include as follows:
- The distribution of the population in rural areas, border areas, and islands in Vietnam must be associated with economic restructuring, agricultural industrialization and modernization, the construction of new rural areas, climate change adaptation, narrowing the development gap between areas, and creating stable and long-term living conditions for residents in border areas and islands.
- Local authorities at all levels, according to their assigned functions and duties, are responsible for implementing loan programs or projects, creating jobs, increasing incomes, building new rural areas, planning, arranging, and stabilizing the population in necessary places to stabilize the lives of ethnic minorities, limiting nomadic habits, and spontaneous migration; implementing policies for residents to live stably and long-term in border areas and islands, and in areas critical to national defense and security.
The redistribution of the population in rural areas, islands, and border areas contributes to economic restructuring and national modernization. Residents in remote areas are prioritized for loans used for economic development and the construction of new rural areas according to the general development plan, stabilizing the lives of ethnic minorities and border and island communities.
