Vietnam: Emission source flow rate factor Kp in steel manufacturing industry

According to Circular 78, the coefficient of emission source flow rate Kp is calculated for each smokestack as follows:

Where:

- The emission source flow rate P is calculated based on the maximum discharge rate of each smokestack as stated in the Environmental Impact Assessment Report, Environmental Protection Plan, Environmental Protection Commitment, Detailed Environmental Protection Scheme, Simple Environmental Protection Scheme, or the Certificate of Completion of Environmental Protection Works and Measures that has been approved or certified by the competent authority.

- When the emission source flow rate P changes and no longer corresponds to the currently applied Kp coefficient, the steel production facility must report to the competent authority to adjust the Kp coefficient.
