On December 28, 2018, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 52/2018/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in agriculture, forestry, fisheries, and veterinary.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Forest resources management issued together with Circular 52/2018/TT-BLDTBXH, the basic skills required for graduates of Forest resources management, Level 4 of in Vietnam are as follows:
- Recognize common forest animal and plant species of economic value and conservation value;
- Measure the actual area on the ground;
- Identify forest locations on maps and in the field;
- Use handheld GPS to determine the position, coordinates, and area of forest plots under construction or investigation;
- Conduct propaganda and mobilization of the public to participate in the management, protection, and development of forests;
- Perform certain tasks in planning forest resource development and local forest management;
- Carry out tasks in pest control in nurseries and forest damage prevention;
- Perform tasks in local forest fire prevention and firefighting; basic tasks in the conservation of rare, precious forest animal and plant species; technical measures for planting, caring for, and developing forests;
- Execute the process of forest product exploitation in accordance with technical procedures and legal regulations;
- Exploit timber and forest products using chainsaws;
- Detect certain violations of regulations on forest management, protection, exploitation, and development according to legal procedures;
- Use basic information technology as regulated; exploit, process, and apply information technology in specialized work in the industry;
- Use basic foreign language skills, achieving level 1/6 in Vietnam's foreign language proficiency framework; apply foreign languages in specialized work in the industry.
