On December 28, 2018, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 54/2018/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in health and social service sectors.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Traditional Medicine issued together with Circular 54/2018/TT-BLDTBXH, the basic knowledge required for graduates of Traditional Medicine, Level 5 of VQF in Vietnam are:
- Explain the anatomical structure and physiological function of organs and parts of the human body;
- Assess the impact of viruses, bacteria, parasites, physical agents, chemical agents, and the role of genetics on the human body;
- Identify common emergency cases at the primary health care level;
- Understand the use of commonly used medicinal herbs and some traditional medicine prescriptions;
- Describe the basic processing methods of traditional medicinal herbs;
- Describe the meridian system, correctly identify the location, and explain the effects of commonly used acupuncture points, and explain the principles of point selection in treatment;
- Explain acupuncture, electro-acupuncture, moxibustion techniques, and other specific techniques;
- Describe massage movements that impact the skin, muscles, joints, and acupuncture points. Explain the effects, indications, and contraindications of massage to appropriately apply in treatment and prevention;
- Explain the principles, methods, effects, indications, and contraindications of exercise therapy. Describe basic exercise therapy movements;
- Present and explain the steps of examination, diagnosis, treatment principles, prognosis, and prevention of some common diseases according to traditional medicine;
- Identify common traditional medicine symptoms clinically;
- Present the ethical principles related to health care and the legal responsibilities of the medical profession;
- Present basic knowledge about politics, culture, social issues, law, national defense-security, and physical education as regulated.
