Striving to welcome 22-23 million international tourists and 120-130 million domestic tourists by 2025 is one of the measures to achieve a growth rate of 8% or higher in accordance with Resolution 192.

According to Article 1 of Resolution 192/2025/QH15, the socio-economic development goals and targets for achieving an 8% growth rate include:

- Overall Objective: To consolidate and prepare well the foundational factors to successfully implement the 10-year socio-economic development strategy 2021 - 2030, marking the nation's entry into a new era of development, contributing to creating a solid foundation to achieve a double-digit growth rate in the 2026 - 2030 period. In 2025, the focus will be on promoting growth to reach 8% or higher while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances; harmonizing economic development with society and environmental protection, ensuring national defense and security; laying a foundation for higher growth in subsequent years.

- Adjusting some key indicators:

+ Achieving a growth rate of 8% or more for the gross domestic product (GDP), with the GDP size in 2025 reaching approximately over 500 billion USD.

+ The per capita GDP is approximately over 5,000 USD.

+ The average inflation rate (CPI) should be around 4.5 - 5%.

According to Article 2 of Resolution 192/2025/QH15, solutions to strengthen and rejuvenate traditional growth drivers include the following:

Improving mechanisms and policies on taxes and credit to support boosting purchasing power, stimulating domestic consumption and tourism. Enhancing supply-demand connectivity activities and promoting the domestic market; promoting the distribution of goods through digital platforms; developing e-commerce. Aiming for the total retail sales of goods and revenue from consumer services (current prices) in 2025 to increase by approximately 12% or more. Developing the air transport industry and further facilitating the attraction of foreign tourists; promptly considering and deciding on a unilateral visa exemption solution for citizens of certain European and Middle Eastern countries holding ordinary passports; boosting tourism promotion activities; improving the quality of tourism products and services. In 2025, aim to welcome and serve 22 - 23 million international tourists and 120 - 130 million domestic tourists.

Proactively implement comprehensive and synchronized solutions in politics, economy, and diplomacy; strengthen economic diplomacy, promote harmonious and sustainable trade with the United States, China, and major partner countries of Vietnam; actively participate in initiatives of the ASEAN Economic Community to enhance investment and trade opportunities within the region. Effectively exploiting opportunities from 17 signed free trade agreements (FTA); expanding and diversifying export markets, especially countries that have newly upgraded strategic and comprehensive partnership relations; quickly completing FTA negotiations with Middle Eastern countries, Switzerland, Norway, Finland… to enhance exploitation of new, potential markets, the Middle East, Halal, Latin America, Africa markets. Providing businesses with market research information to identify global market penetration opportunities; supporting businesses to meet new export market standards; informing and supporting businesses in anti-dumping cases. Further promoting service exports, especially finance-banking, aiming to balance the service trade balance; promoting the development of logistics and transportation services, particularly expanding air and maritime transport. Strengthening international integration in the service sector, signing digital economy agreements with countries in the region.
