Circular 05/2017/TT-BGDDT was promulgated by the Ministry of Education and Training of Vietnam regarding the Regulations on Regular University Admissions; regular admissions for colleges in the teacher training sector.
Circular 05 introduces 02 priority groups with priority group 1 consisting of 04 categories, and priority group 2 consisting of 03 categories, specifically as follows:
Priority group 1:
- Category 01: Vietnamese citizens who are ethnic minorities with permanent residence registration for more than 18 months in Area 1 as stipulated in point c, clause 4, Article 7 of the Regulations;
- Category 02: Directly producing workers who have worked continuously for 5 years or more, of which at least 2 years are recognized and awarded by the provincial level or higher as excellent soldiers;
- Category 03:
+ War invalids, sick soldiers, those with a "Certificate of persons entitled to policies equivalent to war invalids";
+ Military personnel; officers, non-commissioned officers, compulsory-duty police officers in active service sent to study with a service period of 12 months or more in Area 1;
+ Military personnel; officers, non-commissioned officers, compulsory-duty police officers in active service sent to study with a service period of 18 months or more;
+ Military personnel; officers, non-commissioned officers, compulsory-duty police officers discharged from service, recognized as having completed the duty of active service;
+ Priority subjects stipulated at points i, k, l, m, clause 1, Article 2 of Ordinance 26/2005/PL-UBTVQH11;
- Category 04:
+ Children of martyrs;
+ Children of war invalids with a labor capacity reduction of 81% or more;
+ Children of sick soldiers with a labor capacity reduction of 81% or more;
+ Children of those engaged in the resistance contaminated with chemical toxins with a labor capacity reduction rate of 81% or more;
+ Children of those issued a "Certificate of persons entitled to policies equivalent to war invalids" whose labor capacity reduction rate is 81% or more;
+ Children of Heroes of the armed forces, children of Labor Heroes;
+ People who are deformed or disabled due to the consequences of chemical toxins enjoying monthly allowances who are biological children of those engaged in the resistance;
+ Children of those who have contributed to the revolution stipulated at points a, b, d, clause 1, Article 2 of Ordinance 26/2005/PL-UBTVQH11.
Priority Group 2:
- Category 05:
+ Youth volunteers sent to study;
+ Military personnel; officers, non-commissioned officers, compulsory-duty police officers in active service sent to study with a service period of less than 12 months in Area 1 and less than 18 months not in Area 1;
+ Chief commander, deputy commander of the commune-level military command; village militia leaders, core self-defense militia platoon leaders, core self-defense militia participating in core self-defense militia for 12 months or more.
- Category 06:
+ Vietnamese citizens who are ethnic minorities with permanent residence registration outside the areas stipulated for category 01;
+ Children of war invalids, children of sick soldiers, children of those entitled to policies equivalent to war invalids with a labor capacity reduction of less than 81%;
+ Children of those engaged in the resistance contaminated with chemical toxins with a labor capacity reduction rate of less than 81%;
+ Children of those engaged in revolutionary activities, combat resistance, detained by the enemy;
+ Children of those who engaged in the resistance for national liberation, defense of the Fatherland, and performed international duties with certificates of entitlement to priority policies;
+ Children of those who have contributed to the revolution;
- Category 07:
+ People with severe disabilities with certification of disability issued by a competent authority in accordance with Joint Circular 37/2012/TTLT-BLDTBXH- BYT-BTC-BGDDT;
+ Outstanding workers from all economic sectors recognized by provincial level, Ministry or higher with the title of excellent worker, artist, certified or awarded the Creative Labor Badge by the Vietnam General Confederation of Labor or the Central Committee of the Ho Chi Minh Communist Youth Union;
+ Teachers who have taught for 3 years or more taking entrance exams to pedagogical majors;
+ Nurses, pharmacists, caregivers, technicians, physicians, middle-level pharmacists who have worked for 3 years or more taking entrance exams to medical, pharmaceutical majors.
Refer to the subjects eligible for direct admission in Circular 05/2017/TT-BGDDT of the Ministry of Education and Training of Vietnam, effective from March 10, 2017.
