Value of Pollutant Parameters in Industrial Steel Production Wastewater When Discharged Outside

On December 29, 2017, the Ministry of Natural Resources and Environment issued Circular 78/2017/TT-BTNMT to specifically regulate the maximum values of pollution parameters in wastewater from steel production when discharged into receiving water sources.

Accordingly, Circular 78 stipulates the maximum allowable value of pollution parameters in industrial steel production wastewater discharged into the receiving water source is calculated according to the following formula:

Cmax = C × Kq × Kf

Where:

- Cmax is the maximum allowable value of the pollution parameter in industrial steel production wastewater discharged into the receiving water source;- C is the value of the pollution parameter in industrial steel production wastewater;- Kq is the coefficient for the receiving water source corresponding to the flow rate of rivers, streams, creeks, canals, ditches; the volume of lakes, ponds, swamps; and the purpose of using nearshore sea water zones;- Kf is the coefficient for discharge flow corresponding to the total wastewater flow rate of the steel manufacturing facility when discharged into the receiving water source.

Note:

- The maximum allowable value Cmax = C (without applying coefficients Kq and Kf) for the following parameters: temperature, pH, and color.- Industrial steel production wastewater discharged into urban drainage systems or residential areas without centralized wastewater treatment plants shall apply the value of Cmax = C.
