Urgently organize and consolidate the organizational apparatus of district and commune-level administrative units in Vietnam after reorganization

The Permanent Deputy Prime Minister of the Government of Vietnam, Nguyen Hoa Binh, directs localities to urgently arrange and consolidate the organizational apparatus at district-level and commune-level administrative units in Vietnam after the reorganization.

The content mentioned in Official Dispatch 439/VPCP-NC of 2025 on the situation and results of restructuring district and commune-level administrative units during the period of 2023-2025, issued by the Office of the Government of Vietnam, Deputy Prime Minister of Vietnam Nguyen Hoa Binh directs the People's Committees of provinces and central-affiliated cities:

- Complete procedures and submit to competent authorities to issue decisions on urban classification, recognize the development level of urban infrastructure for urban administrative units that have been submitted to the National Assembly Standing Committee for issuing a resolution to implement restructuring but have not yet completed urban planning. Review and evaluate standards on urban classification, urban infrastructure development level according to the provisions of Resolution 50/2023/UBTVQH15.

- Urgently arrange and streamline the organizational apparatus, officials and public employees, workers at agencies, organizations, and units in district and commune-level administrative units after restructuring; implement the transition of seals, related documents of individuals, organizations, businesses due to changes in geographical boundaries, administrative unit names, enact policies for redundant officials and public employees and non-specialized workers; reorganize, handle headquarters, public assets; ensure good preparation for party congresses at all levels for the 2025-2030 term and election of People's Council delegates for the 2026-2031 term.

- Organize reviews, evaluations, draw lessons and build interim reports on the work of restructuring district and commune-level administrative units during the period of 2023-2025 to send to the Ministry of Home Affairs.

- Review and prepare the necessary conditions for formulating the Overall Plan for restructuring district and commune-level administrative units for the period of 2026-2030; pay attention to the number of district and commune-level administrative units subject to restructuring in the period of 2023-2025 but which localities propose not to reorganize, then review to ensure maximum restructuring in the period 2026-2030.

District and commune-level administrative units subject to reorganization in Vietnam in the period of 2023 - 2030

According to Resolution 35, the provisions for district and commune-level administrative units subject to reorganization in the period of 2023 - 2030 are as follows:

  1. The restructuring of district and commune-level administrative units as stipulated in this Resolution includes cases of establishment, merger, dissolution, adjustment of geographical boundaries of district, urban district, district-level town, provincial city, city under central authority (hereafter referred to as district level), commune, ward, commune-level town (hereafter referred to as commune level).

  2. District and commune-level administrative units subject to restructuring in the period of 2023 - 2025 include:

    a) District and commune-level administrative units simultaneously having a natural area and population size below 70% of the criteria for the corresponding administrative unit as stipulated in Resolution No. 1211/2016/UBTVQH13 dated May 25, 2016, by the National Assembly Standing Committee on the criteria for administrative units and their classification, as amended and supplemented by Resolution No. 27/2022/UBTVQH15 dated September 21, 2022, by the National Assembly Standing Committee (hereafter referred to as the Resolution of the National Assembly Standing Committee on the criteria and classification of administrative units);

    b) District-level administrative units simultaneously having a natural area below 20% and a population size below 200% of the criteria for the corresponding administrative unit as stipulated in the Resolution of the National Assembly Standing Committee on the criteria of administrative units and classification;

    c) Commune-level administrative units simultaneously having a natural area below 20% and a population size below 300% of the criteria for the corresponding administrative unit as stipulated in the Resolution of the National Assembly Standing Committee on the criteria of administrative units and classification.

  3. District and commune-level administrative units subject to restructuring in the period of 2026 - 2030 include:

    a) District and commune-level administrative units simultaneously having a natural area and population size below 100% of the criteria for the corresponding administrative unit as stipulated in the Resolution of the National Assembly Standing Committee on the criteria and classification of administrative units;

    b) District-level administrative units simultaneously having a natural area below 30% and a population size below 200% of the criteria for the corresponding administrative unit as stipulated in the Resolution of the National Assembly Standing Committee on the criteria of administrative units and classification;

    c) Commune-level administrative units simultaneously having a natural area below 30% and a population size below 300% of the criteria for the corresponding administrative unit as stipulated in the Resolution of the National Assembly Standing Committee on the criteria of administrative units and classification.

  4. Administrative units not within the scope of provisions in clauses 2 and 3 of this Article are encouraged to implement restructuring as stipulated in this Resolution to reduce quantity, increase the scale of administrative units, address unresolved issues regarding the delineation of administrative boundaries due to geological and geographical changes or socio-economic development processes, facilitating state management at the local level.
