Upcoming Reorganization of Ward Officials by the People's Council and People's Committee of Hanoi City

Resolution 97/2019/QH14 stipulates the pilot organization of the urban government model in Hanoi City to be implemented from July 1, 2021, until the National Assembly decides to terminate the pilot implementation. In the near future, the People's Council and the People's Committee of Hanoi City, within their scope of duties and powers, are responsible for restructuring agencies, organizations, and the team of ward officials as prescribed by the competent authority; resolving policies for surplus officials and non-professional officials in wards during the pilot implementation as prescribed by law.

Afterward, the Government of Vietnam, within its scope of duties and powers, is responsible for stipulating the recruitment, usage, and management of ward officials; the procedures for appointing, dismissing, mobilizing, and rotating the Chairperson, Vice Chairperson of the People's Committee of the ward.

Additionally, the People's Council and the People's Committee of Hanoi City will issue regulations to organize the pilot implementation of the urban government model in Hanoi City according to the provisions of Resolution 97/2019/QH14 and guidance from the Government of Vietnam; implement specific decentralization and authorization for local governments in districts, district-level towns, wards suitable to the urban management organization and the practical capacity of each locality; conduct preliminary and final reviews of the pilot implementation of the urban government model in Hanoi City as required by the competent state authority.

Notably, the People's Council and the People's Committee of districts, district-level towns will perform their duties and powers as stipulated in this Resolution starting from the 2021 - 2026 term.

The People's Council and the People's Committee of the ward for the 2016 - 2021 term will end their duties on June 30, 2021. From July 1, 2021, the People's Committee of the ward shall perform its duties and powers as stipulated in this Resolution. In cases where the Chairperson and Vice Chairperson of the People's Committee of districts, district-level towns have not yet appointed the Chairperson and Vice Chairperson of the People's Committee of the ward, the Chairperson and Vice Chairperson of the People's Committee of the ward for the 2016 - 2021 term will continue to perform the duties and powers of the People's Committee of the ward according to the provisions of this Resolution until the new Chairperson and Vice Chairperson of the People's Committee of the ward are appointed.

Districts, district-level towns, cities, and wards in Hanoi City established from the effective date of this Resolution will not be subject to the pilot implementation as prescribed in this Resolution. The organization and operation of local governments in these administrative units shall comply with the provisions of the Law on Local Government Organization and other related laws.
