Accordingly, Circular 06 stipulates that unemployed individuals are those aged 15 and above who, during the reference period, met the following criteria:

- Currently not working;- Actively seeking employment;- Ready to work.

The number of unemployed individuals also includes those who are currently without a job and ready to work but did not seek employment during the reference period due to:

- Having secured a job or business activity that will commence after the reference period;- Temporarily stopped working (without receiving salary, wages, or not certain to return to their previous job) due to the enterprise downsizing or ceasing production;- Being in a seasonal break period;- Attending to sudden family business or temporary illness.

The unemployment rate is an indicator that represents the ratio of unemployed individuals to the labor force, calculated using the following formula:

Unemployment Rate (%) = (Number of Unemployed Individuals x 100) / Labor Force

Additionally, Circular 06 also stipulates the main disaggregation periods of the unemployment rate as follows:

- Quarterly disaggregated by:

- Urban/rural;- Region.

- Annual disaggregated by:

- Gender;- Age group.
