Minister of Information and Communications has just issued Circular 25/2015/TT-BTTTT Stipulating the management and usage of the telecommunications number repository.
Article 8 of Circular 25/2015/TT-BTTTT stipulates the criteria for allocating landline telecommunications network subscriber numbers, including:

- Landline telecommunications network subscriber numbers are allocated to enterprises that have a license to establish a public telecommunications network of the landline type and a license to provide telecommunications services of the landline type;
- The efficiency of using the landline telecommunications network subscriber numbers by the enterprise must achieve a minimum rate of 75% of the total landline telecommunications network subscriber numbers already allocated (calculated by each numbering area) for the second and subsequent allocations.
Regarding the allocation method: Landline telecommunications network subscriber numbers are allocated in blocks of 10,000 numbers, 100,000 numbers. The minimum number is 10,000 numbers and the maximum is 100,000 numbers for each allocation (applicable for the first as well as subsequent allocations) for each numbering area.
In addition, the allocation of satellite landline telecommunications network subscriber numbers also includes 02 criteria:
- Satellite landline telecommunications network subscriber numbers are allocated to enterprises that have a license to establish a public telecommunications network of the satellite type and a license to provide telecommunications services of the satellite type;
- The efficiency of using the satellite landline telecommunications network subscriber numbers by the enterprise must achieve a minimum rate of 75% of the total satellite landline telecommunications network subscriber numbers already allocated for the second and subsequent allocations.
Allocation method: Satellite landline telecommunications network subscriber numbers are allocated in blocks of 10,000 numbers, 100,000 numbers. The minimum number is 10,000 numbers and the maximum is 100,000 numbers for each allocation (applicable for the first as well as subsequent allocations).
