Traditional Gold Book of the Ministry of Public Security Must Be Bound in A3 Paper Size

Circular 35/2015/TT-BCA stipulates that the traditional Golden Book of the Ministry of Public Security and the security units of different localities are used to record the collectives and individuals who have been awarded Medals, Orders, State Honorary Titles, State-level commendations, Emulation Titles, Commemorative Medals, Certificates of Merit, and Certificates of Commendation.

Specifically, the traditional Golden Book is bound in A3 paper size; hard cover, with a dark red background. The first line reads "MINISTRY OF PUBLIC SECURITY" and the second line reads the name of the unit (for the Golden Book of general departments, the High Command of Mobile Police, provincial-level or central-affiliated city Police and Firefighting Police units, units under the Ministry). In the middle, it reads "TRADITIONAL GOLDEN BOOK"; the pages inside are white paper divided into columns: the first column records the ordinal number, the following columns record the decision number, the date of decision signing, the form of commendation, the name of the awardee collective or individual, a brief description of the achievements and the person signing the commendation decision.

In addition, the Circular also stipulates the form of frames and inner boxes for the Emulation Titles and forms of commendation in the People’s Police as follows:

- The frame form for the certificate of the title "Emulation Soldier of the People’s Police", the frame for the "Minister of Public Security's Certificate of Merit", "Commemorative Medal for National Security Protection"; with dimensions and materials ensuring beauty, formality, and suitability for the size of the certificate and form of commendation.

- The frame form for the certificate of emulation title and form of commendation of general departments, the High Command of Mobile Police, and local security units as prescribed to ensure beauty, formality, and suitability for each form of commendation.

- The box form for the badge of the title "Emulation Soldier of the People’s Police", "Commemorative Medal for National Security Protection" is made of materials and in the same way as the box for the State Honorary Title badge, but the upper cover of the box has the police emblem printed on it.
