The Ministry of Education and Training issued Official Dispatch 5871/BGDDT-QLCL dated November 8, 2022, on strengthening the management of joint examination organizations and foreign language proficiency certification examinations.

To strengthen the management of joint organization of foreign language certificate exams is regulated as follows:

What is joint organization of foreign language certificate exams of foreign countries

- Certificates of foreign language proficiency of foreign countries are documents that confirm the results of foreign language proficiency exams issued to participants by agencies, organizations, or foreign language proficiency assessment agencies of foreign countries. The certificate of foreign language proficiency of a foreign country is not a certificate of the national education system.

- Joint organization of foreign language certificate exams of foreign countries is

The cooperation between educational institutions, training institutions, or organizations legally established for operation in the field of education in Vietnam (hereinafter referred to as “exam organization facilities of Vietnam) and agencies, organizations, and facilities that assess the foreign language proficiency legally established for operation abroad (hereinafter referred to as “foreign facilities of foreign language proficiency assessment”) via written agreements or joint contracts to carry out one of the following works:

Exam registration, location use, exam organization, foreign language proficiency assessment, and issuance of certificates of foreign language proficiency of foreign countries in Vietnam.

Entities eligible for engaging in joint education in Vietnam

Article 6 of Decree 86/2018/ND-CP stipulates the entities eligible for engaging in joint education as follows:

Private pre-school educational institutions and private compulsory educational institutions in Vietnam, and legal educational institutions in foreign countries that are accredited by education quality assessment organizations or foreign competent agencies.

Valid for use of Certificates of foreign language proficiency of foreign countries in Vietnam

Certificates of foreign language proficiency of foreign countries are legal and valid for use in the world when they are recognized by competent authorities of the country using the language in which the certificate is issued as its official language or for consideration and approval of immigration applications, naturalization, or grant of entry visa to citizens of countries wishing to settle, work, research, or study at the time of approval of the joint organization of the exam.

To strengthen the management of foreign language certificate exams in Vietnam 

- Strengthen the management of organizations and individuals that are carrying out joint activities in organizing foreign language proficiency certification exams locally according to the provisions of Decree 86/2018/ND-CP.

- Check the conditions to ensure the organization of foreign language proficiency certification exams according to the regulations in Circular 11/2022/TT-BGDDT on the joint organization of foreign language proficiency certification exams in the area.

Thus, only organizations and individuals are allowed to organize exams to issue foreign language proficiency certificates in their localities when there is a decision to approve or extend the examination organization link of the Ministry of Education and Training.

- Carry out inspection, examination, and supervision of organizations and individuals associated with organizing foreign language proficiency certification exams in the area in accordance with current regulations. Strictly handle organizations and individuals that violate regulations in coordinating the organization of foreign language proficiency certification exams in the area.
