Regarding this issue, LawNet would like to answer as follows:

The Ministry of Natural Resources and Environment issued Decision 2455/QD-BTNMT with notable content on the assignment of implementing the Plan for implementing the Geology, Minerals and Mining Industry Strategy to 2030, with a vision to 2045.

To develop the Law on Geology and Minerals and submit it to the 15th National Assembly for promulgation

Specifically, the contents of the work to implement the Geology, Minerals, and Mining Industry Strategy to 2030 and Vision to 2045 of the Ministry of Natural Resources and Environment include:

- Preside and coordinate with relevant ministries, branches, and localities to organize guidance, direction, implementation, inspection and supervision of the implementation of the Strategy; Prepare annual performance reports to send to the Prime Minister; mid-term assessment of the results of implementing the strategy; and report and maake recommendations to the Government and Prime Minister on necessary measures to ensure the Strategy is implemented effectively and synchronously.

- Develop and submit to the Government a draft Decree amending and supplementing Decrees detailing the Mineral Law

- Develop the Law on Geology and Minerals and submit it to the 15th National Assembly for promulgation

- Implement the Law on Geology and Minerals

- Implement the planning for basic geological surveys of minerals for the period 2021 - 2030, with a vision to 2050

- Develop coordination mechanisms between ministries, branches, and localities in the process of implementing the functions and tasks of state management of geology and minerals.

- Direct the implementation of improving the effectiveness and efficiency of state management of mineral activities; strengthen inspection and examination of mineral activities; and handle cases of law violation in mineral exploration, exploitation, and processing.

- Strengthen international cooperation in research and investigation of underground space, investigation of hidden minerals, building geological and mineral databases, and mineral resource management; Cooperate in researching brown coal mining technology in the Red River Delta.

- Statistics and inventory of mineral resources nationwide

- Complete a unified and synchronized database from central to local levels, ensuring the digital transformation progress of the geology and minerals industries has been approved by the Government; By 2025, licensing of mineral activities will be carried out on a digital platform, unifying the mineral licensing bill nationwide.

- Develop training plans for managers, scientists - technicians, highly qualified experts, and skilled workers for the geology and minerals industries.

- Develop a remuneration regime for officials, civil servants, public employees, and workers in the geology and minerals industries.

- Review to adjust and supplement the national mineral reserve area according to Decision 645/QD-TTg dated May 6, 2014 of the Prime Minister, and submit for approval the national mineral reserve area according to the provisions of Decree 51/2021/ND-CP dated April 1, 2021 of the Government.

- Develop a project to strengthen the capacity of the system of agencies performing specialized mineral inspection functions from the central to local levels.

06 main tasks in the Strategic Plan for Geology, Minerals, and Mining industry in Vietnam

According to Decision 2455/QD-BTNMT, 06 main tasks in the Strategic Plan for geology, minerals and mining industry to 2030, vision to 2045 are as follows:

(1) Preside and coordinate with relevant ministries, branches, and localities to organize, guide, direct, inspect, and supervise the implementation of the "Geological and Mineral Strategy"; mid-term assessment of the implementation results of the "Geological and Mineral Strategy", report and make recommendations to the Government and Prime Minister on necessary measures to ensure the "Geological and Mineral Strategy" is implemented effectively and synchronously.

(2) Complete the development of the Law on Geology and Minerals, submit it to the 15th National Assembly for promulgation in 2024, and implement it in the following years.

(3) Implement the planning for basic geological surveys of minerals in the period 2021–2030, with a vision to 2050 approved by the Prime Minister in Decision 680/QD-TTg dated June 10, 2023.

(4) Develop a coordination mechanism between ministries, branches, and localities in the process of implementing the functions and tasks of state management of geology and minerals.

(5) Direct the implementation of improving the effectiveness and efficiency of state management of mineral activities; strengthen inspection and examination of mineral activities; and handle cases of law violations in mineral exploration, exploitation, and processing.

(6) Strengthen international cooperation in research and investigation of underground space, investigation of hidden minerals, building geological and mineral databases, and mineral resource management; Cooperate in researching brown coal mining technology in the Red River Delta.

Decision 2455/QD-BTNMT takes effect from the date of signing.
