The National Assembly of the 14th Legislature has just issued a press release on the Draft Law on Special Administrative-Economic Units, which is being discussed by the National Assembly at its 5th session. The National Assembly confirms that there will be no provision stipulating a 99-year land use term in the special zones.
Previously, Clause 1, Article 32 of the Draft Law on Special Administrative-Economic Units provided that the Chairman of the People's Committee of the special zone has the authority to decide the land use term for production and business in the special zone for no more than 70 years; in special cases, the land use term may be longer but not exceeding 99 years as decided by the Prime Minister of the Government of Vietnam.
The total land lease term in special zones could extend up to 99 years, causing much controversy among the public.
However, recently, the Office of the National Assembly issued a press release affirming that after considering various aspects, it was agreed with the Government of Vietnam to amend the Draft Law in the direction of not stipulating special cases where the land use term for production and business in the special zone could be extended to no more than 99 years.
Simultaneously, the Draft Law on Special Administrative-Economic Units has also been postponed for consideration to the 6th session.
