Ordinance on Supervision and Guidance by the Standing Committee of the National Assembly, guidance and inspection by the Government of Vietnam towards the People's Councils of 1996 was issued on February 15, 1996. One of the notable contents in the Ordinance is the regulation on the relationship between the SCNA and the Government in supervising, guiding, and inspecting the People’s Councils.
To be specific, according to the provisions in Chapter 4 of the Ordinance on Supervision and Guidance by the Standing Committee of the National Assembly, guidance and inspection by the Government of Vietnam towards the People's Councils 1996, this relationship is demonstrated as follows:
- The Standing Committee of the National Assembly cooperates with the Government of Vietnam to organize conferences on the activities of People's Councils and decides on measures to improve the effectiveness of People's Council activities.
- The Government of Vietnam organizes conferences for the Chairpersons of People's Councils and Chairpersons of People's Committees of provinces and centrally-managed cities to guide the implementation of the National Assembly's resolutions on socio-economic development plans and other resolutions of the National Assembly when deemed necessary.
- The Standing Committee of the National Assembly invites representatives of the Government of Vietnam and the Vietnam Fatherland Front to participate in its supervision activities for the People's Councils. The Prime Minister of the Government of Vietnam invites representatives of the Standing Committee of the National Assembly and the Vietnam Fatherland Front to participate in the Government of Vietnam's inspection activities for the People's Councils.
