The Form of the Certificate for the Title of "Grassroots Emulation Soldier" in the People's Public Security Forces

To be specific, in Article 7 Circular 35/2015/TT-BCA, the form of the certificate of the title "Grassroots Emulation Soldier" in the People's Public Security is rectangular, with dimensions matching A4 paper size: 297mm long, 210mm wide; external dimensions of the ornamental border are 282mm long, 175mm wide; 150 grams/m2 white paper. The border is decorated with floral patterns, with the National Emblem of the Socialist Republic of Vietnam in the center of the top border and two red flags on either side of the National Emblem; there are no patterns at the four outer corners of the border and transitional floral patterns between the National Emblem and the decorative border. The background of the certificate is left white.

Additionally, the Circular specifies the content displayed on the certificate, including the following:

- The first line displays the national title: “SOCIALIST REPUBLIC OF VIETNAM” presented in uppercase letters, “Times New Roman” font, size 14, regular style, bold, black color;- The second line showcases the motto: “Independence - Freedom - Happiness” displayed in lowercase letters, “Times New Roman” font, size 14, regular style, bold, black color, immediately below the national title, with the first letter of each phrase capitalized, separated by hyphens and spaces, and a continuous line below, the length equal to the length of the text line;- The third line shows the title of the person authorized to decide to award the "Grassroots Emulation Soldier" title, presented in uppercase letters, “Times New Roman” font, size 18, regular style, bold, red color;- The fourth line reads: “AWARDING THE TITLE” displayed in uppercase letters, “Times New Roman” font, size 16, regular style, bold, black color;- The fifth line displays the emulation title “GRASSROOTS EMULATION SOLDIER” in uppercase letters, “Times New Roman” font, size 34, regular style, bold, red color;- The sixth line shows the name of the individual awarded the emulation title, in uppercase letters, “Times New Roman” font, with the appropriate size, regular style, bold, black color;- The seventh line displays the individual's details (position, workplace), presented in lowercase letters, “Times New Roman” font, with the appropriate size, regular style, bold, black color;- The eighth line shows the commendation statement in lowercase letters, “Times New Roman” font, with the appropriate size, italic style, bold, black color;- At the bottom left: the first line shows “Decision number, day, month, year” (noting the decision number, day, month, year of issuance); the second line shows “Gold book number” (noting the order number of the awarded individual in the decision), words in these two lines are lowercase, “Times New Roman” font, size 12, italic style, bold, black color;- At the bottom right: the first line shows the location name, day, month, year in lowercase letters, “Times New Roman” font, size 13, italic style, bold, black color; the second line shows the title of the person authorized to award the emulation title in uppercase letters, “Times New Roman” font, size 13, regular style, bold, black color; a space is left for signing and stamping; the final line shows the rank, full name of the person authorized to decide to award the emulation title.
