The technical operation procedures of the domestic solid waste transfer station using compression equipment are implemented in accordance with the provisions of Article 13 of Circular 35/2024/TT-BTNMT as follows:
(1) Preparation Work
- Arrange labor to coordinate and guide vehicles entering and exiting the transfer station; operate the weighbridge; operate the compression equipment; operate structures and equipment for odor, gas, and wastewater treatment; maintain machinery and equipment; environmental sanitation;
- Prepare personal protective equipment (protective clothing, shoes, boots, helmets, goggles, gloves, masks, safety harnesses,...); clean the workshop (brooms, shovels,...) and other necessary labor tools;
- Prepare deodorizing products, insecticides, wastewater treatment chemicals, air treatment materials, and other necessary chemicals and materials;
- Inspect machinery and equipment at the weighbridge; domestic solid waste compression equipment; wastewater collection and treatment system; odor and gas collection and treatment system; vehicle wash station and other necessary machinery and equipment to ensure compliance with technical requirements as prescribed.
(2) Receiving domestic solid waste
- Inspect transport orders, refuse acceptance of waste not in accordance with the waste acceptance plan of the station. Report to the competent authority within the unit in case of abnormalities or signs of violations for handling and management measures as prescribed;
- Guide vehicles transporting domestic solid waste through the weighbridge when entering and leaving the processing facility to determine waste mass; issue waste receipt vouchers; record the amount of domestic solid waste received;
- Guide the transport vehicle to the hopper of the closed compression equipment to unload domestic solid waste into the hopper when using closed compression equipment. Guide the transport vehicle to move to the collection area and unload domestic solid waste at the designated location when using open compression equipment. Move the transport vehicle through the vehicle wash station to ensure environmental sanitation before leaving the station;
- Operate the automatic deodorizing mist system throughout the waste reception process and transfer station operation.
(3) Waste Compression
- Shovel waste from the collection area into the hopper of open compression equipment;
- Operate the hopper, compression equipment, and push waste into the container until full and in accordance with the transport vehicle's load as prescribed;
- Close the compression equipment, transfer the waste container to the detachable truck for transportation to the processing facility.
(4) Gas Treatment: Operate the gas treatment system by adsorption or other appropriate methods to ensure the post-treatment gas meets environmental technical standards as prescribed.
(5) Wastewater Collection and Treatment
- Collect wastewater from generating sources (leachate, workshop sanitation wastewater, vehicles, machinery, equipment, labor tools,...) to the wastewater collection tank for treatment or transfer for treatment as prescribed;
- Treat wastewater by combining physicochemical and biological methods, sedimentation, filtration, sterilization, or other appropriate methods to ensure treatment meets environmental technical standards for reuse or discharge into the environment as prescribed;
- Collect, store, classify, and treat and manage sludge generated from the wastewater treatment system as prescribed.
(6) End of Work Shift
- Inventory, inspect, and handover machinery, equipment, materials, labor tools to the next shift;
- Clean and place vehicles, labor tools at designated positions;
- Clean the environment, machinery, and equipment in each department at the end of the work shift;
- Sweep waste on internal roads, corridors, domestic solid waste reception area; clear drainage ditches; spray deodorizing products, insecticides;
- Compile and report information and data on domestic solid waste handling as prescribed.
