Circular 05/2018/TT-BKHDT was promulgated by the Ministry of Planning and Investment on December 10, 2018, to specifically regulate the submission, appraisal, and approval of single-stage single-envelope bidding packages.

- For packages evaluated according to process 01, based on the E-HSDT evaluation report of the expert team, the bidding party submits the ranking list of contractors to the investor for approval. In case only one contractor passes the financial evaluation step, it is not necessary to approve the ranking list of contractors.- For packages evaluated according to process 02, it is not necessary to approve the ranking list of contractors. The ranking of contractors is based on the bid opening minutes.- Based on contract negotiations, the bidding party submits the contractor selection result to the investor for approval. The investor organizes the appraisal and approval of the contractor selection result.
