Public employees in public service providers as specified in the Law on Public Employees 2010.
Individuals working under labor contract policies with salary classification according to Decree 204/2004/ND-CP, including: Those working under labor contract policies in Party, State agencies, and socio-political organizations as specified in Decree 68/2000/ND-CP.
Individuals working within the staffing quota in organizations with state budget support for operational costs as stipulated in Decree 45/2010/ND-CP.
Officers, professional soldiers, non-commissioned officers, soldiers, and workers, public employees in national defense, and contract labor in the Vietnam People's Army.
Officers, salaried non-commissioned officers, non-commissioned conscripts, police workers, and contracted labor in the People's Police.
Individuals working in the cryptographic organizations.
Non-professional individuals at the commune level, in villages, and residential group.
