On November 14, 2016, the Ministry of Finance issued Circular 275/2016/TT-BTC stipulating the rates of collection, the collection policies, payment, management, and use of the fee for the use of archival materials.
According to the regulations in Circular 275/2016/TT-BTC, the fee for using archival materials will not be collected from the following individuals:
- Individuals, families, clans utilizing archival materials that they have donated, gifted, or entrusted to the Historical Archives;- Relatives (biological parents; adoptive parents; spouse; biological children, adopted children) of martyrs, wounded soldiers, sick soldiers, resistance activists, and people who have contributed to helping the revolution; those who worship martyrs (not necessarily the relatives of martyrs) using archival materials for resolving their own policy matters;- Recipients of pensions, those with loss of working capacity, labor accident victims, or individuals with occupational diseases using archival materials for resolving their own policy matters.
