On December 08, 2017, the Ministry of Natural Resources and Environment issued Circular 56/2017/TT-BTNMT listing specific steps for creating digital versions of administrative maps at various levels.
According to Circular 56, the steps to construct digital author maps of administrative levels are as follows:
Preparation of Documents
- Research technical editing and related documents; prepare map documents, databases, and software used; copy standard files into the designated folder; create storage folders.
Constructing the Mathematical Basis
- Determine the map framework; divide the map sheet, and number the sheets; determine the latitude and longitude; select national coordinate and elevation points; note the scale and construct the map scale.
Editing Content Elements
Circular 56 specifies the following steps for editing content elements:
- Select, generalize, and present the content elements of administrative maps to ensure content indicators as per legal regulations.- Print for field investigation support.
Field Investigation and Adjustments
- Verify and correct the content elements already on the map according to actual conditions; supplement new content elements that appear in the field; collect documents, maps, data, and legal normative documents to support updates and in-office editing.
Updating Investigation Results
- Circular 56 stipulates that updating the investigation results involves transferring the field investigation and correction results to the digital author map and including other collected local documents.
Finally, Standardizing the Content of the Digital Author Map
- Standardizing the content of the digital author map involves presenting the content elements of the administrative map; presenting auxiliary maps; area and population tables; legend, and other contents.
