Steps for Processing Remote Sensing Data According to Current Regulations

Recently, Circular 13/2018/TT-BTNMT was issued by the Ministry of Natural Resources and Environment, stipulating the technical regulations for the establishment of sea surface temperature maps and sea surface chlorophyll concentration maps at scales of 1:500,000 and 1:1,000,000 using low-resolution optical remote sensing data. The document takes effect from November 03, 2018.

To be specific:, the mapping process must involve the collection of remote sensing data, with the data processing procedure as follows:

- Convert the datum of the remote sensing data;- Eliminate all pixels identified as clouds, null, or land;- Image calibration: calculate the conversion of the image's grey value to the spectral reflectance value at the top of the atmosphere;- Correct multi-scattering noise caused by aerosols;- Correct radiation absorption due to aerosols;- Correct the bidirectional reflectance distribution function;- Correct the sun's glare effects.

Note: The position accuracy of the image after processing must not exceed one pixel.
