This is a noteworthy provision in Circular 62/2020/TT-BTC of the Ministry of Finance guiding the control and payment of regular expenditures from the state budget through the state treasury, which was promulgated on June 22, 2020.
State Treasury of Vietnam controls over expenditure for State Budget of Vietnam on facilities
To be specific: at Clause 7, Article 6 of Circular 62/2020/TT-BTC, it regulates the content of State Treasury of Vietnam's control over State Budget of Vietnam expenditure for the repair, maintenance, renovation, upgrade, and expansion of infrastructure as specified in Circular 92/2017/TT-BTC as follows:
- For repair, maintenance, renovation, upgrade, and expansion projects with an implementation cost of VND 500 million or more: Management and control of advances and expenditure are carried out in accordance with the regulations in Circular 08/2016/TT-BTC dated January 18, 2016, by the Ministry of Finance on managing and paying investment capital using State Budget of Vietnam funds; Circular 108/2016/TT-BTC dated June 30, 2016, by the Ministry of Finance amending and supplementing certain provisions of Circular 08/2016/TT-BTC; Circular 52/2018/TT-BTC dated May 24, 2018, by the Ministry of Finance amending and supplementing certain provisions of Circular 08/2016/TT-BTC and Circular 108/2016/TT-BTC; Circular 92/2017/TT-BTC dated September 18, 2017, by the Ministry of Finance on the preparation of estimates, allocation, and settlement of funds for repairing, maintaining, renovating, upgrading, and expanding infrastructure (Circular 92/2017/TT-BTC).
- For repair, maintenance, renovation, upgrade, and expansion projects with an implementation cost of less than VND 500 million: State Treasury of Vietnam implements control in accordance with Circular 92/2017/TT-BTC and Clause 1 of this Article.
- For construction, renovation, and upgrade projects for the Martyrs' Memorials: Implement according to the provisions of points a and b of this Clause and the provisions in Circular 101/2018/TT-BTC dated November 14, 2018, by the Ministry of Finance on managing and using funds to implement policies for people with meritorious services to the revolution and those directly participating in the resistance managed by the sector of labor, invalids, and social affairs (Circular 101/2018/TT-BTC).
