Standards for Housing Rental for Foreign Guests Working in Vietnam

Circular 71 stipulates that for special class guests, the standards for accommodation rental are approved by the head of the receiving agency or unit.

To be specific: for a delegation of Class A guests, the expense rates are as follows:

- Head of delegation: 5,500,000 VND/person/day;- Deputy head of delegation: 4,500,000 VND/person/day;- Delegation member: 3,500,000 VND/person/day.

For a delegation of Class B guests, Circular 71 stipulates the following:

- Head of delegation, Deputy head of delegation: 4,500,000 VND/person/day;- Delegation member: 2,800,000 VND/person/day.

Additionally, Circular 71 also stipulates the expense rates for a delegation of Class C guests as follows:

- Head of delegation: 2,500,000 VND/person/day;- Delegation member: 1,800,000 VND/person/day.

Other international guests: 800,000 VND/person/day.

Please note, the above accommodation rental prices include breakfast. In cases where the accommodation rental does not include breakfast, the hosting agency or unit shall pay for breakfast up to a maximum of 10% of the daily meal allowance for each category of guests. The total cost of accommodation rental, in cases not including breakfast, plus breakfast expenses for guests shall not exceed the specified accommodation rental rates mentioned above.

Particularly, payment documents are based on contracts and invoices, and the legal and valid documents according to the provisions of the law.
