On March 5, 2018, the Ministry of Public Security issued Circular 08/2018/TT-BCA detailing certain provisions of Decree 83/2017/ND-CP on regulations regarding rescue and firefighting operations of the fire prevention and fighting force.
Circular applies to the fire prevention and fighting forces engaged in rescue work; Police units and localities; Agencies, organizations, households, and individuals related to the rescue work of the fire prevention and fighting forces.
According to the Circular, the Police Rescue Forces must:
- Ensure sufficient standing forces ready for rescue 24/24 hours and replacement forces;- Ensure specialization and professionalism;- Be arranged at police units and localities in accordance with regulations.
In cases where the Rescue Police Forces are arranged by Division, Team, or Group, the authority to establish the Division, Team, or Group of Rescue Police Forces shall be implemented according to the decision of the Minister of Public Security.
The inspection of safety conditions for rescue at establishments shall be combined with fire safety inspections; remaining cases shall be inspected for safety conditions in rescue according to legal regulations.
Responsibilities in periodic, unexpected inspections:
- The person responsible for periodic inspections must notify the inspected entity at least 3 working days in advance about the time, content, and members of the inspection team;- The person responsible for unexpected inspections must clearly state the reason for the inspection to the inspected entity. The fire prevention, fighting, and rescue police officer conducting the unexpected inspection must present an introduction letter from the directly managing agency;- The inspected entity must fully prepare the announced inspection contents and arrange authorized persons to work with the inspecting person.
Responsibilities for coordinating incident and accident handling by Public Security forces:
- The Mobile Police Forces, upon receiving a request to coordinate incident and accident handling, shall immediately deploy forces and means to the scene to protect the rescue area and perform other tasks as required by the rescue commander;- The Traffic Police Forces, upon receiving reports of incidents or accidents involving traffic vehicles, shall promptly deploy forces and means to the scene to perform regulated tasks.
In cases of incidents or accidents falling within typical rescue operations of the fire prevention and fighting forces, immediately notify the fire prevention and fighting forces to handle the situation and participate in tasks as required by the rescue commander;
- Other Public Security forces, upon receiving reports of incidents or accidents in their management area, shall promptly arrive at the scene to deploy rescue operations and report immediately to the fire prevention, fighting, and rescue police forces for prompt handling and perform other tasks as required by the rescue commander.
Additionally, the Circular guides the detailed program and content for training and professional drills in rescue for the civil defense force, the basic fire prevention and fighting force, the specialized fire prevention and fighting force, and the fire prevention, fighting, and rescue police forces.
Issued along with the Circular are the specifications for flags, signs, and armbands used in rescue work.
Circular 08/2018/TT-BCA is effective from April 25, 2018.
