On July 26, 2016, the Ministry of Planning and Investment issued Circular 11/2016/TT-BKHDT guiding the preparation of bid invitation documents for design, goods supply, and construction (EPC).

According to the provisions of Circular 11/2016/TT-BKHDT, the application of the EPC bidding document template must take note of the following:

- EPC is applied to complex projects that require high technology and strict adherence to the consistency and uniformity from the design phase to the equipment supply, construction, technology transfer training, long-term warranty, and maintenance phases. EPC is suitable for industrial projects in machinery, electricity, oil and gas, chemicals, cement, mining, water supply and drainage, wastewater treatment, and waste management where design and equipment manufacturing cannot be separated due to the high requirements of consistency.- The EPC form is not applicable in cases where it can be divided into separate packages such as design (E), goods supply (P), and construction (C) or divided into design and goods supply (EP) packages, and construction (C) packages to enable domestic enterprises to participate in bidding and executing the packages.
