Signing Contract for Forest Environmental Service Payment

Circular 22 regulates that in the case of direct payment:

- The provider of forest environmental services signs a contract with the user of the forest environmental services, specifying the type of service, payment level, payment time, and payment method. The payment level shall not be lower than the level prescribed by law.- The contract is made in four copies: one copy is kept by the provider of forest environmental services, one by the user of forest environmental services, one by the Provincial Forest Protection and Development Fund, and one by the Department of Agriculture and Rural Development.

For the case of indirect payment, Circular 22 stipulates the implementation as follows:

- The user of forest environmental services signs an entrustment contract with the Vietnam Forest Protection and Development Fund for the area providing forest environmental services within the basin located on the administrative boundaries of two or more provinces.- The user of forest environmental services signs an entrustment contract with the Provincial Forest Protection and Development Fund for the area supplying forest environmental services within the basin located on the administrative boundary of one province.- The entrustment contract for payment of forest environmental services follows Form No. 01 issued together with Circular 22.
