07 main contents of the decision to approve the non-refundable aid (illustration)

According to Decree 80/2020/ND-CP, the decision to approve non-refundable aid not classified as official development assistance from foreign agencies, organizations, and individuals for Vietnam includes the following main contents:

- Name of the program, project, or non-project;- Name of the managing agency, aid owner; Aid provider, co-providing foreign aid;- Objectives and main results of the aid; for non-project aid in the form of goods or materials, a list of goods or materials should be attached.- Time and place of implementation;- Total capital of the program, project, or non-project aid (non-refundable aid capital, counterpart fund); non-refundable aid capital managed and implemented by the aid recipient, non-refundable aid capital managed and implemented by the donor;- Financial mechanism applied to the aid: under state budget revenue sources; not under state budget revenue sources.- Implementation management method.

Within 05 days from the date the competent authority issues the decision to approve the aid, the managing agency shall notify the aid provider of the decision to approve the aid and simultaneously send the Decision to approve the aid from the managing agency to the Ministry of Planning and Investment, Ministry of Finance, and related agencies for monitoring and coordination of implementation.
