On July 1, 2019, Circular 11/2019/TT-BCA of the Ministry of Public Security of Vietnam on the making of statements and provision of information to the press agencies by the People's Public Security of Vietnam will take effect.

Under Article 10 of Circular 11/2019/TT-BCA, the rights and responsibilities of persons who act as spokespersons and provide information to the press agencies within the Ministry's units and Provincial Police Departments in Vietnam (hereinafter referred to as spokesperson) are as follows:
- Spokespersons of Ministry's units and Provincial Police Departments in Vietnam have the right to represent their agency in making statements and providing information to the press agencies.
- When there are grounds to believe that the press agencies have inaccurately reported the information provided, Spokespersons of Ministry's units and Provincial Police Departments in Vietnam have the right to respond in writing to the press agencies, their managing agencies, state management agencies for the press, or file a lawsuit in Court.
- Spokespersons of Ministry's units and Provincial Police Departments in Vietnam have the right to refuse to make statements and not provide information to the press in the cases regulated in Clause 2, Article 38 of the Press Law of 2016.
Note. In case of authorized spokesperson, the Deputy Head or Deputy Director is responsible before the law, the Head or Director, and the Minister of Public Security for the content of the statements and the information provided to the press.
