Rights and Obligations of the Parties Participating in Educational Cooperation

1. Rights of the parties participating in training cooperation

- Agree on the level of enrollment fees, tuition fees, remuneration for learners during internships at enterprises in accordance with regulations;- Negotiate and sign contracts to implement training cooperation.

2. Obligations of the parties participating in training cooperation

- The organizing unit of the training cooperation

- Regarding student enrollment:

Conduct enrollment according to the regulations in Circular 05/2017/TT-BLDTBXH which stipulates the enrollment regulations and determination of enrollment quotas for intermediate and college levels.

- Regarding organization of training:- Implement the content and timeline as per the training program; develop implementation plans, assign teaching duties, assess, and recognize learning and behavioral outcomes; issue diplomas per the regulations in Circular 10/2017/TT-BLDTBXH which stipulates the sample diplomas for intermediate and college levels, and the procedures for printing, managing, issuing, revoking, and invalidating diplomas;- Formal training cooperation is implemented according to Circular 09/2017/TT-BLDTBXH which stipulates the organization of training programs for intermediate and college levels either by year-based or module/credit accumulation methods; the examination, evaluation, and graduation recognition regulations, and Circular 42/2015/TT-BLDTBXH.- Part-time training cooperation is implemented according to the regulations of the Minister of Labor - Invalids and Social Affairs.- The head of the organizing unit of training cooperation issues the enrollment decision for training cooperation when all requirements specified in Article 5 of Circular 29/2017/TT-BLDTBXH are met. The enrollment decision for training cooperation must clearly state the major, level, and form of training, and the target and form of enrollment.

- The coordinating unit of the training cooperation shall:

- Collaborate with the organizing unit to deliver training as agreed in the training cooperation contract;- Collaborate in monitoring and supervising the implementation of the training plan, the organization of teaching and learning, and promptly report to the organizing unit any signs of violations for immediate correction.
