The Law on the Protection of People's Health 1989 stipulates: Health protection is the cause of the entire people, citizens have the right to health protection, rest, recreation, physical exercise; are ensured hygiene in labor, nutrition hygiene, environmental hygiene, and are provided with medical professional services.
Thus, to ensure the right to health protection, every citizen must strictly comply with the provisions of the law on health protection for themselves and for everyone, specifically:
- It is strictly prohibited for State organizations, collectives, private entities, and all citizens to engage in activities that pollute water sources used for the people's daily living needs;
- When producing, preserving, transporting, and using fertilizers, pesticides, herbicides, rodenticides, growth-stimulating chemicals for livestock, plants, and other chemicals, standards of hygiene must be ensured, and no harm should come to human health;
- It is strictly prohibited to leave domestic waste that pollutes the living environment in residential areas;
- State organizations, collectives, private entities, and all citizens must take measures to prevent and combat infectious and epidemic diseases. Upon discovering an epidemic or suspecting an epidemic within a unit or locality, the health authority must promptly report to the People's Committee at the same level and to higher-level health authorities;
- Individuals suffering from infectious diseases are not allowed to work directly related to food, beverages, and alcohol;
- It is prohibited to slaughter, buy, sell, or consume meat from infected livestock and poultry that may pose a threat to human health;
- It is strictly prohibited to let dogs roam freely in cities, district-level towns, and commune-level towns; pet dogs must be vaccinated as required by the veterinary authorities;
- Dumping of waste, litter, and other pollutants on streets, in parks, and in other public places is strictly prohibited;
- Smoking is forbidden in meeting rooms, cinemas, theaters, and other designated places.
