Responsibility for handling computer network incidents in the Vietnam People’s Army

Recently, the Ministry of National Defense of Vietnam issued Circular 58/2015/TT-BQP regulating the coordination and response activities for computer network incidents within the Vietnam People's Army. It specifies the responsibilities of agencies, units, and individuals in handling computer network incidents.

In Circular 58/2015/TT-BQP, the Information Technology Department/General Staff has the following responsibilities:

- Preside over the construction, report to the Chief of the General Staff for issuance or submission to competent authorities for the issuance of regulations and guidelines on coordinating and responding to computer network incidents.

- Receive and process incident information; lead and organize the coordination of computer network incident responses.

- Develop and deploy a technical system to support the monitoring, detection of incidents; organize the coordination and response of computer network incidents; build a centralized database for management and operations in coordinating and responding to incidents.

- Compile and disseminate to the network members information on notifications, warnings, solutions to mitigate vulnerabilities, security holes; risks to computer network safety.

- Organize training, professional guidance, and exercises in coordinating and responding to computer network incidents.

- Manage the activities of the Task Force for infrastructure network incident recovery of national significance under the Ministry of National Defense; mobilize forces within the network to be ready to protect critical national information systems.

- Coordinate with agencies and units managing and operating critical national information systems; agencies, units, and organizations outside the Army in constructing coordination mechanisms and incident response processes.

- Collaborate with the Department of Finance/Ministry of National Defense and related agencies and units to research and allocate funding to ensure activities for coordinating and responding to computer network incidents.

- Represent the Ministry of National Defense in organizing forces to participate in incident response activities outside the Army when required; participate in international cooperation on coordinating and responding to incidents.

Individuals directly responsible for coordinating and responding to computer network incidents as assigned by the unit must be well aware of their responsibilities to promptly address incidents and minimize potential damage.
