Responsibilities of the Unit Managing and Using the Environmental Pollution Technical System in Vietnam

Under Article 13 Circular 70/2020/TT-BCA stipulating 06 responsibilities of the unit managing and using the technical system for environmental pollution in Vietnam as follows:

1. Manage and use the system in accordance with regulations.
2. Implement policies on statistics, accounting, inventorying, and reassessment as stipulated in Article 38 Law on Management and Use of Public Assets 2017 and detailed regulatory documents, guidance for implementation.
3. Annually report the results of management and use of the system according to Form No. 03 issued together with this Circular to the Ministry of Public Security (via the Health Department) for management and supervision; submit irregular reports when the system encounters problems or plans for renovation, upgrade, or expansion of the system.
4. Conduct monitoring of environmental parameters and indicators and evaluate the system's treatment efficiency following the correct procedure.
5. Allocate and manage funds to maintain the operation, maintenance, and repair of the system and environmental monitoring as conformable.
6. Bear responsibility when managing and using the system not according to procedures and regulations, leading to system degradation, damage, pollution, and environmental impacts.

Additionally, this Circular also stipulates the responsibilities of the Health Department as follows:

- Advise the leadership of the Ministry of Public Security on unified management of the use of technical systems for environmental pollution treatment in the People's Public Security.

- Organize inspections and supervision of the management and use of technical systems for environmental pollution treatment in the People's Public Security.

- Guide the unit managing and using the system to develop plans for renovation, upgrade, and expansion of the systems.

- Coordinate with the Planning and Finance Department to aggregate annual and long-term funding needs and report to the leadership of the Ministry of Public Security of Vietnam.
