Recently, the Ministry of Public Security issued Circular 04/2010/TT-BCA stipulating the implementation of democracy in building the People's Public Security force of Vietnam, which outlines the responsibilities of the heads of public security agencies in leading and managing their units.

Article 5 Circular 04/2010/TT-BCA stipulates the responsibilities of the Head in leading and managing the unit as follows:
- The management and administration of the unit must ensure the principle of democratic centralism, collective discussion, and consensus, with the Head of the unit making decisions and being responsible to the higher authority for all activities of their unit.
- Monthly, quarterly, biannually, the Head of the unit is responsible for maintaining unit meetings to review and evaluate the situation and outcomes of the unit's work, pointing out strengths and weaknesses, and proposing solutions to leverage strengths and address limitations in the implementation of work programs and plans in the coming time. Annually, the Head of the unit must direct the organization of a summary evaluation of the unit's work results and the effectiveness of each individual's work, making comments on the evaluation forms of officers and soldiers to be kept in the personnel records.
- During annual summary evaluations of the unit's various work aspects, the Head of the unit chairs a conference consisting of all officers and soldiers (if the unit has less than 30 officers and soldiers) or delegates from subordinate units and mass organizations (if the unit has 30 or more officers and soldiers). The Head and deputy heads of the unit must report on their leadership and unit command work according to assignments and address and answer the feedback from officers and soldiers in the unit.
- The Head of the unit must comply with the regulations, processes, and procedures regarding the development of the People's Police force; all aspects of force development work must be collectively discussed and agreed upon within the party committee and unit leadership.
- The Head of the unit is responsible for managing officers and soldiers in the unit and is jointly accountable for any violations, negative behaviors, process, and procedure violations of the officers and soldiers under their direct management.
