In Circular 216/2011/TT-BQP, the responsibility of State agencies  for the legal knowledge training for operators of special-use motorcycles of the Ministry of National Defense of Vietnam when participating in road traffic is stipulated as follows:

1. Department of Vehicles / General Department of Engineering

- Issue legal knowledge training materials on road traffic for operators of special-use motorcycles of the Ministry of National Defense of Vietnam when participating in road traffic.

- Print, distribute, and uniformly manage the use of certificate forms throughout the military.

- Inspect, supervise, and summarize the work of legal knowledge training on road traffic throughout the military.

2. Vehicle Agencies of directly subordinated units under the Ministry of National Defense of Vietnam

- Organize the implementation of this Circular within the unit's scope.

- Receive, manage the use of certificate forms according to regulations.

- Store documents related to the management of legal knowledge training on road traffic for operators of special-use motorcycles participating in road traffic within their units.

- Organize inspection, supervision, and summarize the work of legal knowledge training on road traffic within the management scope of the unit.

- Annually in January, report the demand for certificate forms and the work of legal knowledge training on road traffic for operators of special-use motorcycles participating in road traffic to the Department of Vehicles / General Department of Engineering as regulated, using the form (Appendix IV attached to this Circular).

In addition, the legal knowledge training centers for road traffic also have the following responsibilities:

- Organize legal knowledge training on road traffic according to the program stipulated in this Circular.

- Report the plan to open legal knowledge training classes on road traffic to the superior agencies and the Department of Vehicles using the form (Appendix V attached to this Circular).

- Organize examinations with records according to the form (Appendix VI attached to this Circular), issue certificates to those who meet the requirements, manage according to the logbook form (Appendix VII attached to this Circular), and report the results of the legal knowledge training work on road traffic according to the form (Appendix VIII attached to this Circular) as regulated.

- Store records and documents related to the work of legal knowledge training on road traffic for operators of special-use motorcycles participating in road traffic.

More details can be found in Circular 216/2011/TT-BQP, which comes into effect in Vietnam from February 03, 2012.
