Responsibilities of Radio and Television Service Providers

Circular 18 stipulates the responsibilities of broadcasting and television service providers:

- For broadcasting and television advertising service providers:

- Provide television program channels serving the political tasks and essential national and local information dissemination as stipulated in this Circular on the broadcasting and television advertising service system in accordance with the regulations on the management, provision, and use of broadcasting and television services.

- For pay television service providers:

- Provide television program channels serving the political tasks and essential national and local information dissemination as stipulated in this Circular on the pay television service system in accordance with the regulations on the management, provision, and use of broadcasting and television services.

Additionally, Circular 18 also stipulates that press agencies with program channels in the list of television program channels serving the political tasks and essential national and local information dissemination are responsible for:

- Ensuring the maintenance of channel operations that meet legal criteria;- Ensuring the broadcasting signal source of television program channels serving the political tasks and essential information dissemination so broadcasting and television service providers can receive, transmit, relay, and deliver to users or subscribers with quality.

The responsibilities of the Departments of Information and Communications of provinces and centrally-run cities as stipulated in Circular 18 include:

- Performing the state management functions of transmitting and broadcasting television program channels serving the political tasks and essential national information dissemination on the broadcasting and television advertising service system; pay television service provided in the area;- Performing the state management functions of content, transmission, and broadcasting of television program channels serving the political tasks and essential local information dissemination on the broadcasting and television advertising service system; pay television service provided in the area.
