Resolution on Leave Policies for Non-Commissioned Officers and Active-Duty Soldiers

On June 28, 2016, the Ministry of National Defense issued Circular 95/2016/TT-BQP guiding the implementation of several Articles of Decree 27/2016/ND-CP, which stipulates certain policies for non-commissioned officers, soldiers serving on active duty, demobilized soldiers, and their relatives.

Non-commissioned officers and enlisted soldiers on active duty who are eligible for annual leave but, due to combat duty requirements, readiness for combat, or being in locations with difficult travel conditions where leave cannot be granted, will be compensated for leave as follows:

- The compensation amount for one day not taken is equivalent to the basic daily meal allowance of infantry non-commissioned officers and enlisted soldiers at the time of non-leave; the maximum number of days compensated for each non-commissioned officer and enlisted soldier is 10 days. Payment for transportation and travel allowances will not be included, and the time will not be counted as travel days.- Commanders at the regimental and equivalent levels and above are responsible for reviewing and deciding on cases entitled to leave compensation at their units.- Monetary compensation will not be resolved for cases eligible for special leave as stipulated in Clause 4, Article 3 of Decree 27/2016/ND-CP.
