On December 11, 2018, the Ministry of Planning and Investment promulgated Circular 06/2018/TT-BKHDT listing the specific levels of actual permanent residents according to ASEAN statistical indicators.
According to Circular 06, the regulations on actual permanent residents in a household include:
- Persons who have actually lived and eaten in the household for 6 months or more up to the time of the census.
- Persons who have moved in for less than 6 months but are determined to live stably in the household, and newborns as of the census date, regardless of whether they have legal documentation certifying the move.
- Persons who, although having relocation documents (military call-up paper, enrollment notice, recruitment decision, transfer of work,...), have not yet left the household to move to a new residence by the time of the census.
- Temporarily absent persons, including those who usually eat and live in the household but are temporarily absent at the time of the census, including:
- Persons who have left the household to work elsewhere for less than 6 months as of the census date and are determined to return to the household;- Persons receiving inpatient treatment in hospitals or nursing facilities (except those receiving centralized treatment in centers for mental health care, leprosy centers, drug rehabilitation centers...);- Persons visiting/seeing friends or relatives, on vacations, holidays, traveling; seeking medical treatment or on business, short-term training within the country for less than 1 year;- High school students who are boarding/lodging in other residential households;- Persons engaging in itinerant trading, sailing ocean-going ships, fishing at sea;- Persons authorized by competent authorities to work, study, receive medical treatment, or travel abroad who are still abroad within the permitted time frame at the time of the census;- Persons temporarily detained by the military or police.
