Circular 01/2019/TT-BNV has been signed and issued by the Ministry of Home Affairs to regulate the process of exchanging, storing, and handling electronic documents in clerical work, as well as the basic functions of the Electronic Document Management System during the work handling process of agencies and organizations.
To be specific, for statistics, search, and use of documents and records, the electronic document management system must ensure the following functions:
- Allow the statistical count of the number of records, documents, and materials; the number of accesses to each record, document, and material;- Allow statistical count of the number of accesses to the System as requested by managers and administrators;- Grant and control access rights to electronic archive records and the metadata of archived records;- Allow searching for documents and records across all input information fields of the documents, records, and content of the documents, materials;- Allow the selection and display of information fields of documents and records in search results;- Allow saving and reusing search requests;- Allow displaying the order of search results;- Allow exporting search results to common text file formats: (.doc), (.docx), (.pdf);- Allow downloading or printing documents, materials, and metadata;- Allow marking documents, materials, and metadata printed from the System;- Save the access and usage history of documents and materials.
