Repeal of Circular 42/2013/TT-BCT on Regulations of Precursors in Industry

On November 21, 2018, the Ministry of Industry and Trade issued Circular 49/2018/TT-BCT abolishing Circular 42/2013/TT-BCT which regulated the management and control of precursors in the industrial sector.

According to the proposal of the Chemical Department, numerous new documents have been issued in the field of chemicals, specifically:

- Decree 73/2018/ND-CP stipulating the lists of narcotic substances and precursors;- Decree 113/2017/ND-CP detailing and guiding the implementation of several articles of the Law on Chemicals.

Therefore, the regulations in Circular 42/2013/TT-BCT are no longer appropriate and must be annulled. Agreeing with the standpoint of the Chemical Department, the Ministry of Industry and Trade has issued Circular 49 to annul this Circular.

Note: Circular 42/2013/TT-BCT is effective until January 06, 2019.
