The Ministry of National Defense issued Circular 259/2017/TT-BQP stipulating per diem allowances under the Ministry of National Defense as follows:
Travel Allowance is an additional amount provided to individuals going on business trips, in addition to their salary, paid by the agency or unit that sends them on the trip. This allowance is calculated from the start date of the trip until the end of the trip when the individual returns to their agency or unit (including travel time, and the time spent at the business trip location).
The travel allowance rates are as follows:
- VND 200,000/day: Applicable for travel time of 5 hours/day or more, or 150 km/day or more for remote, mountainous areas with difficult travel conditions, and 300 km/day or more for other areas.- VND 100,000/day: Applicable for the duration of the stay at the agency or unit at the destination.- VND 250,000/day: Applicable for actual sea travel time for military personnel, defense workers, public defense employees, and defense officials working on land assigned to sea and island trips.- If the trip is a same-day return and does not meet the conditions for the VND 100,000/day rate, a travel allowance of VND 250,000/day is applied, provided the working time at the unit and travel time to and from is a minimum of 5 hours or more.- For military personnel, defense workers, public defense employees, and defense officials on duty (training, combat, patrol, rescue, transport, and other tasks) on various combat ships, coast guard ships, fisheries control ships, marine search and rescue ships, and transport service ships at sea, the actual days at sea are eligible for sea service policies, sea travel allowances, and special sea allowances as per regulations.
