Regulations on the Prevention and Control of Infectious and Epidemic Diseases

The People's Health Protection Law 1989 was passed by the National Assembly on June 30, 1989. The Law comprises 11 Chapters and 55 Articles. Notably, this Law includes provisions on the prevention and control of infectious diseases and epidemics.

Specifically, according to the provisions of Article 17 of the Law on Protection of Public Health 1989, these regulations include:

  1. Primary healthcare must organize vaccinations for the public using various types of preventive vaccines.

  2. State organizations, collectives, private entities, and all citizens must implement measures to prevent and combat infectious diseases and epidemics. When an epidemic is detected or suspected within a unit or locality, the healthcare agency must promptly report to the People's Committee of the same level and the higher-level healthcare agency.

  3. People's Committees at all levels must ensure epidemic prevention and control in their localities.

  4. Based on the dangerous nature and spread level of each epidemic case, the Chairman of the Council of Ministers, the Minister of Health, the Chairman of the People's Committee of a province, city, or special zone under central authority has the right to apply special measures to quickly suppress the epidemic.
