On December 30, 2015, the Ministry of Culture, Sports and Tourism of Vietnam issued Circular 17/2015/TT-BVHTTDL regulating the prevention and control of doping in sports activities, which took effect on March 1, 2016.

Circular 17/2015/TT-BVHTTDL stipulates the doping violation sanctions for athletes upon receiving the doping violation severity assessment conclusions:
1. Based on the evaluation dossier of the doping violation level, the Director of the Doping and Sports Medicine Center or the Head of the Organizing Committee (in cases of doping detection during tournaments) issues the conclusion evaluating the severity of the doping violation. The main content of the evaluation conclusion includes:
- Identification of the doping violation act;
- Assessment of the nature and severity of the doping violation act;
- Proposal on the form of sanction for the doping violation.
Note: Within 03 working days from the date of issuance, the Director of the Doping and Sports Medicine Center or the Head of the Organizing Committee (in cases of doping detection during tournaments) is responsible for sending the evaluation conclusion to the athlete, the unit employing the athlete, the national sports federation or association managing the athlete, the authority requesting the doping test, the Vietnam Olympic Committee, the Vietnam Paralympic Association, and the competent authority for handling according to the regulations.
2. Handling doping violations at the federation or association:
- Within 07 days from the date of receipt of the evaluation conclusion, the competent authority, national sports federation or association issues the Decision on handling the violation, including forms of penalties, the duration of the sports activity ban based on the severity assessment and supplementary penalties as stipulated by the federation or association.
- The violation handling decision of the national sports federation or association is sent to the athlete, the General Department of Physical Education and Sports, the Doping and Sports Medicine Center, and other relevant agencies as per professional regulations on doping prevention and control in sports activities.
- The national sports federation or association is responsible for monitoring and periodically reporting every 6 months on the training, competition activities, and other professional tasks of the athlete during the disciplinary period.
