On March 09, 2015, the Ministry of Science and Technology of Vietnam issued Circular 03/2015/TT-BKHCN
Regulations on the operating capital of the Science and Technology Development Fund in Vietnam (illustrative image)
In Article 3 of the sample Charter issued together with Circular 03/2015/TT-BKHCN, the operating capital of the Science and Technology Development Fund of the Ministry, the ministerial agencies, the agencies under the Government of Vietnam, provinces, and centrally affiliated cities is formed from the following sources:
1. Capital provided by the state budget:
- The charter capital of the Fund is provided as a lump sum from the state budget allocated for the scientific and technological activities of the Ministry (or province) to carry out sponsorship activities, loans, loan guarantees, and support for enhancing scientific and technological capacities;
- The annual budget for scientific and technological activities is allocated through the Fund for national-level scientific and technological tasks managed by the Ministry (or province), ministerial-level (or provincial-level) scientific and technological tasks directly managed by the Ministry (or province), and the Fund's management expenses;
- Other budget sources.
2. Other capital sources:
- Revenues from the Fund's activities, profit-sharing from the use, transfer, and contribution of capital using the budget-provided research and development results, and other legitimate revenues (if any);
- Entrusted funds from the science and technology development funds of ministries and provinces;
- Funds transferred from the state-owned enterprises' science and technology development funds directly managed by the Ministry (or province);- Voluntarily transferred or entrusted funds from the non-state enterprises' science and technology development funds;
- Voluntary contributions, sponsorships, support, donations, and entrusted funds from domestic and foreign organizations, businesses, individuals, and other supplemental capital sources as per legal regulations.
