From January 1, 2017, the collection rate, collection policies, payment, management, and use of the fees for airport exploitation franchise shall be implemented in accordance with the provisions of Circular 247/2016/TT-BTC recently issued by the Ministry of Finance.

The fee payers are organizations and individuals exploiting the infrastructure of airports, providing flight operation assurance services, and airport business.

The fee-collecting organizations are the airport authorities (Northern Airport Authority, Central Airport Authority, Southern Airport Authority) under the Civil Aviation Authority of Vietnam.

The fee rates are stipulated as follows: For flight operation assurance services, the rate is 165,000 VND per landing or takeoff; for airport business, the rate is 335,000 VND per landing or takeoff.

The fee rates are calculated based on the flight volume (calculated per landing or takeoff) to or from airports under the state management function of the airport authorities.

Fee exemption applies to the following cases: Special flights (excluding commercial flights or leased flights for special purposes); flights of official service aircraft; flights for search and rescue, transporting humanitarian aid, flood, and disaster relief, and other humanitarian missions.

Circular 247/2016/TT-BTC takes effect from January 1, 2017.
