On October 27, 2017, the Ministry of Home Affairs promulgated Circular 08/2017/TT-BNV specifying forms of commendation.

To be specific:, Circular 08 stipulates the forms of rewards as follows

- Based on the object, function, assigned tasks, and achievements of the collective or individual to propose appropriate forms of rewards to the superior;- Do not award multiple forms of rewards for a single achievement; Collectives and individuals that meet the standards for a certain level of reward shall be considered and proposed for that particular form by the competent authority. Do not propose awarding 02 types of Orders or both an Order and a Certificate of Merit from the Prime Minister of the Government of Vietnam for the same achievement;- Within one year, do not propose the superior authority to consider and award 02 forms of national-level rewards to a collective or an individual (except for special and extraordinary achievements; rewards for dedication; rewards according to tenure).
