Regulations on Awarding Emulation Flags at Ministry and Provincial Levels

Circular 08 stipulates that ministries, departments, localities shall base on the guidelines of the Central Emulation and Commendation Board and practical situations to organize cluster and sector emulation activities accordingly.

- Ministries, departments, localities organizing emulation movements by clusters and sectors shall consider and decide to award the Emulation Flag at ministry and province level to collectives with outstanding, exemplary achievements leading clusters or sectors, or present commendation certificates for outstanding achievements (commendation for single achievements, specific themes, single political tasks) to collectives and individuals participating in the emulation movement.- Ministries and central departments consider awarding the Emulation Flag or commendation certificates to provincial-level specialized agencies and public service providers participating in emulation clusters organized by ministries and central departments.- Provincial People’s Committees consider awarding the Emulation Flag or commendation certificates to collectives and individuals belonging to central agencies, organizations, and units participating in the local emulation movement.- The selection of outstanding exemplary collectives to recommend to the Prime Minister of the Government of Vietnam to award the Emulation Flag of the Government of Vietnam is carried out by ministries, departments, and localities.
