On December 20, 2008, the People's Council of Nghe An province, Vietnam issued Resolution 253/2008/NQ-HDND regulating support policies for officials and armed forces who are reinforced in difficult and border areas within the province.

Resolution 253/2008/NQ-HDND stipulates policies to support officials and officers in the armed forces (military, border guards, police) who are dispatched to border communes in Vietnam as follows:
For strengthening officials:
- Retain their salary, responsibility allowances, other rights (if any), and staffing at the sending agency/unit. In cases where the working area has a higher regional allowance or special allowance, they shall receive the allowance at the new working location, and within 03 months after the reinforcement period ends, the former agency/unit shall arrange suitable work.
- If they perform excellently during the reinforcement period, they will be prioritized for taking exams for rank promotion, salary raises ahead of schedule (up to 12 months earlier than the stipulated time), and consideration for appointment to appropriate positions.
- Receive policies for training, coaching essential knowledge about working methods, propagation, and mobilizing methods for the masses, and training in the local ethnic minority language.
- An initial support of one million VND per person when dispatched for reinforcement.
- A monthly allowance of 50% of the current salary and allowances (if any).
For officers in the armed forces (military, border guards, police) dispatched to border communes, they will receive the following support from the province:
- Officers who are commissioned officers (commanding, professional) will receive a monthly allowance of 10% of their current salary and allowances (if any).
- Non-commissioned officers will receive a support of 200,000 VND per person per month.
- These allowances will be received along with the monthly salary at the sending agency/unit and will not count towards social insurance or health insurance contributions.
More details can be found in Resolution 253/2008/NQ-HDND, which comes into effect in Vietnam from December 30, 2008.
