Below are the guidelines on parcel division, parcel numbering, and cadastral map in Vietnam from January 15, 2025.

Article 5 of Circular 26/2024/TT-BTNMT provides regulations onparcel division, parcel numbering, and cadastral map in Vietnam from January 15, 2025, as follows:

(1) Parcel division and parcel numbering

- The cadastral map at a scale of 1:10,000 is determined as follows:

Divide the projection plane (with the original point of the coordinate system being the intersection between the central meridian and the equator, with a coordinate value of axis X = 0 km, and coordinate value of axis Y = 500 km) into squares, each square having dimensions of 6.0 km x 6.0 km on the ground, corresponding to one cadastral map at a scale of 1:10,000. The standard inner frame size of a cadastral map at a scale of 1:10,000 is 60 cm x 60 cm, corresponding to an area of 3,600 hectares (ha) on the ground.

The numbering of the cadastral map at a scale of 1:10,000 consists of 08 digits: The first 02 digits are 10, followed by a hyphen (-), the next 03 digits are even km numbers of the X coordinate, and the last 03 digits are even km numbers of the Y coordinate of the top-left corner in the standard frame of the cadastral map;

- The cadastral map at a scale of 1:5,000 is determined as follows:

Divide the cadastral map at a scale of 1:10,000 into 04 squares, each square having dimensions of 3.0 km x 3.0 km on the ground, corresponding to one cadastral map at a scale of 1:5,000. The standard inner frame size of a cadastral map at a scale of 1:5,000 is 60 cm x 60 cm, corresponding to an area of 900 ha on the ground.

The numbering of the cadastral map at a scale of 1:5,000 consists of 06 digits: The first 03 digits are even km numbers of the X coordinate, and the last 03 digits are even km numbers of the Y coordinate of the top-left corner in the standard frame of the cadastral map;

- The cadastral map at a scale of 1:2,000 is determined as follows:

Divide the cadastral map at a scale of 1:5,000 into 09 squares, each square having dimensions of 1.0 km x 1.0 km on the ground, corresponding to one cadastral map at a scale of 1:2,000. The standard inner frame size of a cadastral map at a scale of 1:2,000 is 50 cm x 50 cm, corresponding to an area of 100 ha on the ground.

The squares are numbered in Arabic numerals from 1 to 9 according to the principle from left to right, top to bottom. The numbering of the cadastral map at a scale of 1:2,000 includes the numbering of the cadastral map at a scale of 1:5,000, hyphen (-), and the serial number of the square;

- The cadastral map at a scale of 1:1,000 is determined as follows:

Divide the cadastral map at a scale of 1:2,000 into 04 squares, each square having dimensions of 0.5 km x 0.5 km on the ground, corresponding to one cadastral map at a scale of 1:1,000. The standard inner frame size of a cadastral map at a scale of 1:1,000 is 50 cm x 50 cm, corresponding to an area of 25 ha on the ground.

The squares are ordered by the letters a, b, c, d according to the principle from left to right, top to bottom. The numbering of the cadastral map at a scale of 1:1,000 includes the numbering of the cadastral map at a scale of 1:2,000, hyphen (-), and the serial number of the square;

- The cadastral map at a scale of 1:500 is determined as follows:

Divide the cadastral map at a scale of 1:2,000 into 16 squares, each square having dimensions of 0.25 km x 0.25 km on the ground, corresponding to one cadastral map at a scale of 1:500. The standard inner frame size of a cadastral map at a scale of 1:500 is 50 cm x 50 cm, corresponding to an area of 6.25 ha on the ground.

The squares are numbered in Arabic numerals from 1 to 16 according to the principle from left to right, top to bottom. The numbering of the cadastral map at a scale of 1:500 includes the numbering of the cadastral map at a scale of 1:2,000, hyphen (-), and the serial number of the square in parentheses;

- The cadastral map at a scale of 1:200 is determined as follows:

Divide the cadastral map 1:2,000 into 100 squares, each square having dimensions of 0.1 km x 0.1 km on the ground, corresponding to one cadastral map at a scale of 1:200. The standard inner frame size of a cadastral map at a scale of 1:200 is 50 cm x 50 cm, corresponding to an area of 1.0 ha on the ground.

The squares are numbered in Arabic numerals from 1 to 100 according to the principle from left to right, top to bottom. The numbering of the cadastral map at a scale of 1:200 includes the numbering of the cadastral map at a scale of 1:2,000, hyphen (-), and the serial number of the square;

- The parcel division and parcel numbering are carried out according to the regulations in Appendix No. 02 attached to Circular 26/2024/TT-BTNMT.

(2) The cadastral map is determined as follows:

- The cadastral maps specified in (1) and cases of frame expansion as prescribed in Clause 3, Article 4 of Circular 26/2024/TT-BTNMT are each edited into one cadastral map;

- The name of the cadastral map includes the name of the administrative unit of the province or centrally-run city (hereinafter referred to as the provincial level); the name of the administrative unit of the district, district-level town, city under the province, city under the centrally-run city (hereinafter referred to as the district level), and the name of the administrative unit of the commune, ward, commune-level town (hereinafter referred to as the commune level); the numbering of the cadastral map and the serial number of the cadastral map within a commune-level administrative unit;

- The serial number of the map sheet of each scale is numbered in continuous Arabic numerals from 1 to the end within the scope of the commune-level administrative unit; the numbering order follows the principle from left to right, top to bottom, smaller scale map sheets are numbered first, larger scale map sheets are numbered subsequently.

(3) Recording the emergence of new map sheets or changes in parcel division and numbering of map sheets is implemented as follows:

- In case a cadastral map emerges due to new cadastral map measurement, the serial number of the new cadastral map is numbered subsequent to the largest order of the map sheet in the commune-level administrative unit;

- In case of repeated measurement of a cadastral map without changing the scale of the existing map and the prior parcel division complies with Clause 1, Article 5 of this Circular, maintain according to the previous parcel division, numbering, and order of the map sheet being remeasured.

In case of repeated measurement of the cadastral map with a change in the existing map scale or the prior parcel division does not comply with the provisions in Clause 1, Article 5 of Circular 26/2024/TT-BTNMT, parcel division, numbering, and ordering of map sheets is done according to the provisions of point a, clause 3, Article Circular 26/2024/TT-BTNMT;

- In case of supplementary measurement of the cadastral map without changing the map scale, re-edit the map sheet according to the provisions of point k, clause 1, and clause 5, Article 16 of Circular 26/2024/TT-BTNMT.

In case of supplementary measurement of the cadastral map with a change in map scale, divide, number, and layer the map sheets according to (1) and (2); the ordering of the map sheet is adjusted according to point a, clause 7, Article 17 of Circular 26/2024/TT-BTNMT.

(4) The parcel division, numbering, and serial ordering of cadastral maps for each specific local area is organized by the competent provincial land management authority.
